He is a partner with the international law firm, Hogan Lovells, based in Washington, DC, where he advises clients on transportation regulatory issues. He was formerly the Deputy Administrator of a US Department of Transportation agency, appointed by the President of the United States. Earl has significant experience serving on not-for-profit boards of directors, including as the Chairman of the Metropolitan Washington Airports Authority, the Bowie State University Board of Visitors and the Economic Club of Washington. He earned his law degree from Boston College Law School, a master’s degree from the Harvard Kennedy School and a Bachelor of Arts from Morehouse College. He is member of Omega Psi Phi Fraternity, Inc.
